

The Richards Engineering Group operates as follows:
1. Where financing is already in place, we will contract with the client to provide all phases of professional engineering design for a given project as required for successful development, subsequently furnishing the client with professionally produced plans, drawings, and pertinent documents necessary to implement the project.
2. When a client is seeking project financing, TREGL begins by contracting with the client to develop a comprehensive marketing Business Plan preparatory to the engineering phase. This marketing Business Plan is crucial in the process of applying to lenders and investors to obtain the funding necessary for any project. TREGL is not itself in the business of financing projects, but will provide to the client the most appropriate marketing Business Plan documents critical to the quest for such financing. The usual breakdown for a project is 35% of total provided by the client and 65% of total provided by the funders.
3. When project financing is in place, and after project design is complete, TREGL will contract with the client to provide all construction and/or construction management to successfully build and place the project on line. If desired by the client, TREGL will monitor and oversee production operations for a period set by the client.

The following is a compilation of TREGL members and accomplishments:
Dr. Richards has had design, development, engineering, financing and project management experience in the fields of anaerobic treatment, manufacturing, electronics, brewing, food and pharmaceutical processing, aerobic systems, missile fuel systems, power generation systems, pollution control, underground tank removal, and anaerobic energy production systems, just to name a few. He has successfully developed many types of complex projects from inception to final on-line production operations, and has written books and articles on various scientific, technical and other subjects.
Recently, Dr. Richards extended his operations to the far east and the Pacific Rim, providing technical and financial consulting on projects that included airport construction, wastewater treatment, hydraulic dam construction, power generation plant construction, biogas power generation, industrial plant construction, baby food plants, high-rise buildings, and single-family dwelling projects. His efforts resulted in signed contracts for a power plant, a baby food processing plant, and a real estate development, totaling over US$100 million.
Dr. Richards was president and CEO of Wisconsin Engineering, Bioenergy Systems, the CA Business Group, and also was an executive officer of RME Associates, a firm engaged in international design, engineering, and construction operations. Dr. Burkes is a top flight financial management consultant who has developed basic financial institutions at the local level in the Middle East area, and implemented the concept of private sector loan rehabilitation which brought US$50 million dollars of financial assistance from USAID. Dr. Burkes has developed complete stock exchange structures for foreign business interests. Among his clients were the United Nations Industrial Development International, Central American Development Bank, the Agricultural Cooperative Development International, the New York based Center for Development Technology, the Sri Lanka Business Group, among others. He was a Consultant with KPMG Peat Marwick Economics Group advising the Hungarian State Holding Company of Budapest on financial affairs, and a Consultant advising Slovakia's General Credit Bank as to critical factors in privatization and lending.
Dr. Burkes was Chief Financial Officer of the International Finance Corporation, a World Bank affiliate, and Vice President of Finance for CA Business Group. He is associated with the American Finance Association; the American society of Consultants, International; International Agricultural Economics Association; American Institute of Banking; and, the faculties of the University of Wisconsin and the University of California. These engineering services were successfully completed at hospitals, schools, universities, industrial plants, manufacturing plants, breweries, power generation facilities, food processing facilities, medical facilities, office and commercial buildings, religious institutions, and security institutions. Among these were the VA Hospital at Wood, WI, General Electric Co., Miller Brewing Co., Anheuser Busch, Nordberg Casting, Eaton Corporation, RTE, Scott Paper Co., UW-Whitewater, Fort Monmouth, NJ, and the Case Corporation, among numerous others.
Mr. Meisel was an executive officer for RME Associates, and was responsible for the complete electrical and instrumentation design for the anaerobic treatment and methane energy generation plant RME built at a major brewery in the United States, and also was chief electrical consultant for the CA Business Group. Phil has led thermoplastic design studies for General Motors to improve quality on such plastic body parts as cowl vent grills, the painting process of plastic fenders, solving cracking problems, and other requirements that led to substantial cost savings. He has written design guides for various resins such as Cycoloy, Ultem, and Valox. He has had articles published in Production Engineering Magazine, Plastics Engineering, and contributed "Aggregate Properties Approach to Design Requirements" to the Engineering Plastics Handbook.

Mr. Westmore has directed and conducted in-depth, utility sponsored, energy audit programs for large commercial and industrial facilities, including Wisconsin Gas, Wisconsin Electric Power, Wisconsin Southern Gas, Superior Water & Light, Wisconsin Fuel & Light, Center for Energy & Environment, Wisconsin Power & Light, Dayton Power & Light, and Minnegasco.
Mr. Westmore also conducts feasibility studies dealing with the upgrading and/or replacement of steam power systems, fuel and energy switching, cogeneration, and energy backup systems for major commercial and industrial operations. A recent assignment was at a major brewery in the Caribbean area where he provided conceptual and design services, construction management and monitoring, and production startup and training. Among his accomplishments were retro-fitting existing equipment to current production standards, installing new process equipment in the existing facility, and providing extensive design support and construction management for an automated outdoor tank farm. He also performed similar functions for a brewhouse modernization which was completed without a shutdown or loss of production during the project. He provided technical support in all areas, including hands-on training, involving matrix valves, filtration, grains handling, milling, brewing, product blending, and automated Clean-In-Place systems.
Bob Wagner was a Senior Project Engineer at the Miller Brewing Company in Milwaukee, Wisconsin, engaged in developing major projects to expand production and refine ongoing production processes. He was involved in the conception, design, development, procurement, and construction operations for new brewing facilities at: Fulton, NY; Eden, NC; Albany, GA; Irwindale, CA; and Trenton, Ohio, working closely with Dr. Richards, Richard Westmore, and Harvey Meisel. Bob led the installation and startup process for new cold filtering equipment developed in Japan and consulted closely with Japanese engineers through all phases of the project.

Efforts included engineering on basic brewery design and layout, construction, and equipment procurement for the following: Grains unloading, storage, and transport; Brewhouse design and operation; Cold service facility; Fermentation; Aging; High-speed packaging; Spent grains handling; Utilities, including power house boiler systems for process steam and electrical co-generation; System design packages for process mechanical, electrical, and instrumentation; Construction packages; and all other engineering, construction, and construction management necessary to build a new, efficient, productive brewery.
When light steel assemblies were fed into the shredder, there was no problem; however, when automobile frames, with or without motors and transmissions, were fed into the shredder, the original shredder arm fractured, severely damaging the machine, and completely halting shredder production.
After a detailed analysis of the forces involved, a completely new shredder arm was designed, by the Group, capable of efficiently shredding entire autos and light trucks, even those with motors and transmissions not removed from the vehicles. The shredder, with its redesigned arm, is the largest vertical unit in the world, and is operating well.
Paper:
The sequence of events was as follows: Soil borings were made in the tank area to determine if any leakages or spillages had occurred, thus contaminating adjacent soil. Next, residual tank contents were removed in accordance with proper practice, cleaned out thoroughly, and the tanks certified as such by qualified personnel.
During excavation, periodic hnu meter checks were made. If contamination was indicated, then the excavated soil was stored temporarily on heavy plastic sheeting in a designated safe area, and securely covered with the same material. Where there was no contamination, the excavation was refilled with the removed soil and/or clean fill. Where contamination existed, the soil in the area was excavated to the point where hnu meter readings in the area did not exceed legal limits. When this level was attained, the excavation was filled with clean soil. The discarded tanks were then cut apart according to good practice and taken off-site for proper disposal by licensed haulers. Any contaminated soil stored was transported to a suitable site where it was brought to acceptable levels utilizing an economical process developed by Dr. Richards. All documents required by the states and/or other authorities were completed and submitted.
