WSAA NOTICE OF MEETING:
Election of directors and Bargaining Report


I.  ELECTION — Pursuant to Article V, section 1m, of the Wisconsin State Attorneys Association’s bylaws, the association’s Board of Directors appointed a committee to nominate at least one member of the Association for each position on the Board of Directors for which an election will be held this year.

The election is scheduled for WEDNESDAY, DECEMBER 11, 2002, AT 7:00 p.m. at the Hilton Madison Monona Terrace Hotel, 9 East Wilson Street, Madison, Wisconsin (adjacent to the Monona Terrace convention Center).

The members of the nominating committee are members of the Board of Directors. They are:

  • David Hoel (608) 266-9231
  • Mary Batt (608) 266-1001

The positions on the Board for which there will be an election and the current holders of each position are:

  • Bill Gansner, elected by DOJ members
  • William Phillips, elected by all members
  • Jacquelyn Rothstein, elected by non-DOJ members
  • Greg Smith, elected by non-DOJ members

The current office holders intend to run again. Suggestions for nominees are to be made to one of the nominating committee members listed above.

Pursuant to the by-laws, nominations shall be closed 10 days following this notice.

II.  BARGAINING REPORT — A full report on collective bargaining and the impact of the November election on contract talks will also be presented at the meeting on December 11, 2002.

Collective bargaining continues to be impeded and delayed by budget and political uncertainties. The current administration would not take and has not taken any union’s tentatively approved contract to the legislature for approval. The Secretary of DER has not been willing to talk seriously to the WSAA about our union’s issues. There is no certainty either house of the legislature would approve a contract before the election and there is significant doubt about whether the current Secretary will have any authority after the election. In short, the administration has been paralyzed for a long time by the prospects of both attacks from members of its own party and the election. In the meantime, unrepresented employees have received small pay increases while represented employees have received none.
