On Tuesday August 1, and Wednesday August 2, 2000, I called New Horizons on behalf of my wife, who was traveling on business. I played phone tag with Kevin Canady, her second "Account Executive", and we left messages for each other.
My message was that the situation was unacceptable, that the MCSE courses my wife had paid for were NOT being taught by a qualified instructor, that my wife was very dissatisfied with the quality of the education she was receiving, and that we would like to (a) cancel the upcoming TCP/IP class and the Elective course that she hadn't taken yet, and (b) receive a refund for those courses and the courses that Dale had (not) taught.
Kevin's return message, in a nutshell, was: It is New Horizons policy that refunds are not granted, and we have your wife's signature on the piece of paper that says that.
Thank you, Kevin. That was entirely helpful.
Actually, New Horizons policy is that a full refund will be issued for any class that you haven't taken yet, as long as you cancel five days before the class is scheduled to begin, so at least the TCP/IP and Elective should have been refunded immediately. But let's not let the policies listed in New Horizons' own printed materials get in the way of their profiting at the expense of the students to whom they had promised an education, and for which they have been very well paid.
When I finally got a chance to talk to Kevin, he once again reiterated "New Horizons policy" but gave me the name of the manager of New Horizons Computer Learning Center of Milwaukee, one Mr. Mark Thompson
