Cable Access Channel 7 Rules and Guidelines

 

I. STATEMENT OF PURPOSE

It is the intention of the Muskego Public Access Group (M.P.A.G, or MPAG ) to develop, implement, and administer a comprehensive set of guidelines established specifically for the Muskego Public Access Channel 7 studio and airing channel. These guidelines shall include rules for studio equipment usage; video taping and airing requirements; the provision of videotaped and live broadcasting of programmed community-wide events; and responsibility descriptions of the M.P.A.G. and the Recreation Department in relation to the Cable Channel 7 studio and channel operations.

E. EQUIPMENT USAGE

The Cable Channel 7 studio retains equipment to be utilized specifically for taping, editing, and programming. The following guidelines are established in order to monitor the proper use of this equipment.

1. Only established and currently listed members of the M.P.A.G. may utilize the channel 7 studio and equipment.

2. Requests for equipment usage by outside organizations or individuals must be done in writing and submitted for consideration to the M.P.A.G.

3. Community access users (MPAG members or others) shall successfully complete all video and equipment training prior to using Channel 7 studio equipment. Training rules for the use of the equipment shall be established by M.P.A.G. in accordance with the general practices of use of equipment of this type.

4. Equipment may be reserved more than one month in advance and no less than two (2) business days in advance. Equipment can be checked out for a maximum of 24 hours on weekdays and 48 hours on weekends. If there have been no other requests, these time periods can be extended at the discretion of the M.P.A.G. and the Recreation Department.

5. Individuals under the age of 18 must have a parent or guardian's signature on file with the M.P.A.G. and the Recreation Department indicating the adult takes full responsibility for the programs and actions of the minor, as well as for the equipment used.

 

6. The individual signing out the equipment will be responsible for the repair and/or replacement of any equipment damaged through abuse or negligence.

7. In order to assure equipment availability to as many users as possible, and to protect the rights of all, violations of the following rules may result in the violators' suspension of community access privileges:

(a) Leaving the facility without properly checking out the equipment.

(b) Not returning equipment at the agreed upon time.

(c) Returning the equipment in a condition that indicates negligence, damage, or abuse.

8. Members of the M.P.A.G. will be allowed to use the equipment of the Cable Channel 7 studio. The personal use of studio videotapes is prohibited, however, studio videotapes may be purchased for personal usage.

 

 

9. Standard Editing Rates, for program production costs for underwriting, and for non-air program editing, will be set at $10 per hour, with 60% given to the MPAG member volunteer technician, and 40% given to the MPAG revenue treasury.

F. M.P.A.G MEMBERSHIP VIDEO TAPING GUIDELINES

1. It shall be known that the M.P.A.G. is an organization staffed only with volunteer members, who have had "basic" training in the operation and procedures of video taping and programming.

2. Any video work done by the M.P.A.G. shall remain the sole private property of the above-said organization.

3. The right of ownership of progrmas shall remain with the M.P.A.G. until the time at which it has been televised after which copies of said tape/tapes can be procured for a minimal fee. Ten ($10.00) dollars per tape reproduced (includes the tape).

4. No other organization or individual will have the right or option to keep any programs recorded by M.P.A.G. except in reproduced form.

EXCEPTION: When a 2/3 vote of the membership feels the necessity is warranted. In this case, the ten ($10) dollar fee would apply.

5. The M.P.A.G. at no time shall be held liable in case of mechanical failure due to the equipment, tape, or elements of nature that may case a malfunction of their efforts.

6. The final decisions on artistic and technical feasibility of programming will be left to the discretion of the M.P.A.G. members operating the equipment.

7. The M.P.A.G. will have the option to approve or disapprove any or all programs taped.

8. The M.P.A.G. will also have the option to edit any taped programs for broadcast purposes.

9. The M.P.A.G. will supply the personnel and equipment to operate the Cable Channel 7 studio equipment only. The person/organization requesting video service must provide their own research, interviewer, or announcer (etc.) as needed to provide audio/dialogue for their event.

10. The MPAG will tape programs that have direct involvement with the people who are able to receive channel 7 in and around the City of Muskego only.

EXCEPTIONS: M.P.A.G. approval will be necessary.

11. At no time will personal use take presidence over M.P.A.G. obligations.

III. MUSKEGO COMMUNITY ACCESS AIRING Operations

 

 

G. M.P.A.G. PROGRAM AIRING GUIDELINES

The rules established govern the availability and use of the community Channel 7 and community programming equipment of the Muskego Public Access Group serving the City of Muskego.

1. Advertising material designed to promote the sale of commercial products or services, including advertising by or on the behalf of legally qualified candidates, is prohibited.

2. No program, production, or presentation shall be cablecast on a community channel which involves directly or in-directly any lottery.

3. No program or presentation shall be cablecast or permitted to be cablecast on the community channel which contains any obscene or indecent material. All cablecast must be in accordance with current FCC rules and regulations.

 

4. All disputes arising over the allocation of programming time shall be resolved by the M.P.A.G. and the Recreation Department.

4A*. Live broadcast program changes may not be made without two days (48 hours) notice, except by the Recreation Director, Mayor of Muskego, or a member of the Common Council of Muskego.

5. Any access program funded, sponsored, or underwritten by any individual, business, or organization shall credit that support by acknowledging the following:

"THIS PROGRAM WAS MADE POSSIBLE THROUGH FUNDING PROVIDED BY ________"

6. All programs produced by M.P.A.G. WITH the use of Cable Channel 7 studio equipment must credit as follows:

"PRODUCED THROUGH THE COMMUNITY ACCESS ASSISTANCE OF THE MUSKEGO PUBLIC ACCESS GROUP OF MUSKEGO, WISCONSIN"

 

7. All tapes submitted by access channel users may be reviewed for technical quality. Tapes played must be able to deliver a clear, unbroken signal to subscribers.

 

8. Failure to comply with the rules set forth may subject the access user to forfeiture of the right to use the community access channel and/or access equipment. Should an individual feel that their forfeiture was improper, they may appeal said decision to the M.P.A.G. Should the M.P.A.G. feel that the suspension of the individual's rights were based upon properly documented violation, the suspension will remain. If the M.P.A.G. feels the suspension of rights was not properly documented, then any overturn of the suspension by the M.P.A.G. stands final.

1. Video Tape Programming

*Community-wide events.

Examples: MuskegoFest Parade, church services.

*School District events.

Examples: athletic/sports, holiday programs.

*Recreation/Parks

Examples: Dance recital, program promotion

*City of Muskego

Examples: City Council meetings, public hearings

*Muskego Public Access Group programming

Example: creative programming geared towards community-wide interest

2. "Live" Broadcast Programming

*City of Muskego

Example: City Council Meetings

Example: creative programming geared toward community-wide interest

 

 

3. Cable Calendar Programming

*City Calendar

Examples: City Council meeting dates and times, City Council sub-committee meeting dates and times

*Community-wide events

Examples: Holiday programs, athletics/sports, school board meeting dates and times

IV. Charter and authority of MPAG

 

 

FINAL COMMENTS:

The rules established are provided as an overview. Should either the City of Muskego or the M.P.A.G. feel that these rules should be changed, it shall be the responsibility of both the Public Services Committee and the M.P.A.G. to mutually agree upon any changes to the community access rules. If the Public Services Committee and the M.P.A.G. cannot mutually agree, there would be no change in the rules.
